Speed Test Results - % change

Hi,
does anyone know how the percentage change figures are calculated on speed tests?  The attached show two.  The first, oldest, makes sense but the second does not.

    The percentage is based on the average of past weeks results. It’s not a difference in regards to the previous value, which may fluctuate due to temporary conditions. It's based on the average of the past week.
