Firefox is increasing its game presence after they added the ability to actively block third-party cookies by default for its browser.
It's not testing a VPN for it now, as well.
The test is open to the public, I encourage everyone who uses Firefox even on a smaller scale than other browsers, add this extension and give it a good thorough test.

I'd imagine that it's a decision made to not only limited the number of users, the legality issues that might need to be resolved in other jurisdictions, but also potentially the agreement they have with Cloudflare.
