Can't remove second instance of DHCP fount on net

I have been getting the "DHCP is not health" warnings for some time. When I use the check DHCP Discovery tool on the desktop app It reports two DHCP Servers. DHCP Server #1 is my Netgear router at 192.nnn.1.1 as to be expected and this should be the only DHCP Server. The second one is 'Ghost' device that shows up as DHCP Server #2 at address 192.nnn.1.2.
The MAC address for Server #2 this is 88:D0:39:18:D0:25 which I have researched and it come back as assigned to TCL (aka Tonly Technology) and is classified as at Streaming Dongle running Chrome OS.
Firstly I have unplugged all Chromecast / Amazon Firestick/ Roku type devices from the network completely. I don't know what this Ghost device is. If it's a module integrated into a TV/ Monitor I unplugged them all except my Samsung TV, but that runs Tizen and has a completely different IP and MAC.
Any ideas on how to isolate and identify this device and secondly if I can't do that, how do I know it off my LAN so it does not show as a server?

Do you have an ISP provided cable modem or router on the same network that could be performing DHCP functions? Most ISP provided gear does this by default unless you turn it off. Note TCL does make mesh network and other networking gear as well.Thats Daphnee, she's a good dog...0

Marc; Thanks for the clarification question. I am using my own Cable Modem (NETGEAR Nighthawk Cable Modem CM1200) which then routes to my own Wifi Router. (Netgear RBR750 Orbi mesh router).
The router enumerates as it's own device and the cable modem sits behind it so does not show up on the net.
