I recently installed Norton 360, now my desktop fing on my PC Windows 10 Pro does not report my network - see screenshot - is there a firewall rule or something preventing it?

Norton might be putting up a local firewall or modifying the existing desktop firewall rules to lock your desktop down.  These rules allow what can go to and from from the desktop.  You might need to go into Nortons configuration and allow Fing to communicate.

So at least we know the cause.  There should be a way to allow an application through their firewall or blocking system.  Usually on consumer products its by application but I'm not familiar enough with Norton to tell you exactly.
