Typically the first device in a LAN network "could be" the router/gateway, but not always. Sometimes administrators will move them to the very last device in the last, and I've seen them placed somewhere in the middle using the lower numbers of the network as statically assigned IPs, and the other side as the DHCP pool.
Typically it's up to the admin on where the device resides in the network.
