Device is assigned to a non-existent user

I've got devices that appear assigned to users which no longer are part of my People list.

Because the devices are already assigned I can't add them to the correct user.  But because the assigned user no longer exists in People I can't remove the assignment.

How do resolve this?

To troubleshoot this may I ask the following queries:
- Are you certain that you used to have a user named 'Touchbar', which you manually deleted? 
- When you select a User and then 'Continue', do you not have the option to assign this device?
