An IP (Internet Protocol) camera is one that resides on a network (ethernet or WiFi) and has an IP address. If it's not yours and hooked to a wired ethernet network that you own, it is probably a WiFi camera that has purposely or inadvertently connected to your own WiFi network.
(There is also a distinct possibility that it isn't a camera at all, but that its MAC address has been improperly identified as a camera. I have something on my own network which identifies as an Amazon Firestick but that I've never been able to track down. I really don't worry about it much.)--Pete
