what is the best download speed for a connection with IPTV, and what is the best utility for checking.

    10 megabit or over should be adequate for anything up to 1080p.

    I don't understand your second question, if you want to test your network speed you can do this within the Fing app.

    Select the Network tab at the bottom and choose the "Test speed now" option.

    "connection with IPTV" can be almost anything.
    As for bandwidth required it depends on your IPTV provider. 
    HD stream should be 2-5Mbps.

    I routinely connect to streams which are around 8 megabit, that's why I said 10 since it's unlikely only a single device is using the connection.

    I agree most IPTV streams aren't that bandwidth intensive, but some are.

    It's usually that premium packages would have higher bitrates but regular channels would be under 5megs.
    Not to be confused with streaming services.

    I'm referring to premium of course, I don't think I've seen free IPTV be such high bitrate.
